Illegal dental practice is a pressing global public health concern that poses serious risks to patient safety and undermines the integrity of the dental profession. FDI has recognized this issue and adopted the Action Against Illegal Dental Practice policy statement, which this report builds upon to address.
A widespread threat to patient safety
Illegal dental practice, defined as providing dental care without the necessary registration or license by an appropriate authority, is a growing global concern. From unqualified individuals offering extractions in homes to beauticians fitting braces in salons, these practices put patients at serious risk of infections, permanent disfigurement, and even life-threatening complications.
What the survey reveals
Survey data from 49 FDI national dental associations (NDAs) globally, found stark disparities in how countries define, regulate, and enforce laws against illegal dentistry. While 95% of respondents confirmed that regulations exist, only 49% believe they are effective, with nearly half citing weak enforcement, lack of resources, or cultural tolerance as major barriers.
Why illegal practice persists
The report highlights that illegal dental practice often thrives in regions where access to affordable, qualified dental care is limited. Cultural norms, economic hardship, and the lure of lower costs further fuel demand. Alarmingly, 58% of NDAs reported cases of patient harm caused by unlicensed providers, underscoring the urgent need for stronger safeguards.
Solutions on the horizon
FDI’s recommendations call for tougher laws, stricter penalties, and robust data collection to measure prevalence. Equally important are public awareness campaigns to educate patients on how to verify a dentist’s credentials, as well as international collaboration to share best practices and develop more adaptable regulatory frameworks.
